The decision environment

Education decisions shape access, support and progression over long periods. They combine policy, capacity, prior performance and learner circumstances, often across disconnected institutional systems.

Decision architecture makes admission, progression and intervention criteria inspectable, provides routes for accountable review and connects each intervention to a measurable learner outcome.

Triggering support before a learner disengages

Attendance, assessment and engagement signals indicate that a learner may need support. The institution must decide whether to intervene, which support is appropriate and who is authorised to act, without allowing a risk label to determine the learner's outcome.

Prediction identifies a possible need; the decision model checks evidence, support eligibility, prior interventions, capacity and human authority. The institution records the support decision separately from academic progression decisions.
