The decision environment

Public-sector decisions allocate rights, obligations, funding and scarce capacity under legislation and policy. They must remain explainable to officials, applicants, oversight bodies and the public.

A governed decision service makes eligibility, prioritisation, delegated authority, reasons and review routes explicit while retaining the administrative record needed for appeal and audit.

Prioritising eligible grant applications

A public programme receives more eligible applications than its current budget can fund. Officials need to apply policy, strategic priorities, delivery risk and available funds consistently while retaining reasons that can be reviewed or contested.

Eligibility is kept separate from prioritisation and award authority. A transparent dependency model combines policy requirements, scored criteria, budget constraints and delegated approval without hiding the basis of the recommendation.
