Skills development / SETAs decision architecture

Govern funding, provider, learner and intervention decisions across the skills ecosystem.

DecisionOne product pattern

Designed for governed funding decisions

This map documents a DecisionOne pattern for funding, provider and learner decisions. Each implementation still requires its own policy, authority, data and evidence design.

The decision environment

Skills-development decisions connect labour-market priorities, grant policy, employer and provider evidence, learner records, budgets and delivery performance. Their value is realised only when funded activity produces credible participation and completion outcomes.

DecisionOne makes policy criteria, scoring, budget constraints, delegated authority and post-award monitoring part of one traceable decision lifecycle.

Adjudicating a discretionary-grant funding application

A funding application must be assessed against policy eligibility, strategic skills priorities, provider capacity, delivery risk, historical performance and a constrained budget.

The dependency model separates eligibility, strategic alignment, delivery risk, funding score and available budget. DecisionOne applies the approved policy and authority path while preserving the evidence and reasons behind the award recommendation.

This is an architecture example, not a named customer case study or a claim of achieved results.

These are reference decision patterns, not a claim that every organisation uses the same policy, process or measure. Implementation begins by confirming the actual decision landscape, authority and evidence required.

What configuration changes—and what remains stable.

Industry terminology, source systems, policies, authority structures, workflows, KPIs and jurisdictional controls change by implementation.

The governed decision object, lifecycle, evidence model, dependency relationships and DecisionOps controls remain consistent.
